A common warfare question

Is there a way outside of babysnatcher and item thief to make a civilization universally hated? I want these people to be at war with everyone forever.

Ethics don't last forever. They make wars much more likely, yes, but they don't cause eternal sworn enmity like babysnatching and thievery.

You can, however, get a civilization to be at eternal war by not giving their creature definition CAN_SPEAK or INTELLIGENT, just CAN_LEARN. The civ's members won't get names of their own, but they won't be able to make allies, either. Wars will often be fought over "their inability to communicate".

Yeah, they've got ethics at odds, but its true. That does not guarantee wars. That sounds like eaxactly what I'm looking for. Do you know if [UTTERANCES] will cause them to have spoken sounds? Ergo:

"I am Footmunch the Strong, slayer of Kickfist the Brave."
would become
"asdg ASghaf aFdJ, adslkj askdj Kiacia rthashf!"

Or does that depend solely on the [CAN_SPEAK] token? Also, I see that this token relates to eating and drinking. Will they still need to take sustenance?

Utterences will produce speech.  Just don't expect necromancing kobolds.  And others will try to smite them for their differences.

UTTERANCES is actually its own language, with hard-coded 'words' (they have specific untranslated names and will begin battles by shouting their own name and some gibberish phrases that mention the creatures they have killed - kobold-speak).  But nobody else can understand it, not even other civs with UTTERANCES.

If you make a civ with either UTTERANCES or unable to speak, and not SKULKING, it will generally go to war with everyone forever, constantly.  In other respects, I'm pretty sure it's identical to speech (food requirements and such).  They will also be unable to learn secrets that require [CAN_SPEAK], although I'm not sure if it will prevent them from using VERBAL interactions.

I think you can cause eternal warfare just by not giving a civ any nobles with the [RESPONSIBILITY:MAKE_PEACE_AGREEMENTS], plus some infuriating ethics.

Utterances has actually done it, it seems. I have genned 4 test worlds since then, and they are at war with everyone. Even though they do have a monarch who can make peace agreements.
