You just need to adjust the civ ethics so cannibalism is acceptable.

entity_default. Search for "ethic." Somewhere in that block of text is one saying something like EAT_SENTIENT_KILLED and EAT_SENTIENT_OTHER. Change both to ACCEPTABLE.
