Ok so when I build a bridge, do I want it to retract or raise?

Depends. What do you want to do with it?

Retracting bridges disappear completely when you activate them, dropping whatever is on top of them. They also don't kill anything when they extend IIRC. Raising bridges require a single edge to be on solid ground but will crush things under them when they lower and form a wall when they raise. So for walls/atom smashers you want a raising bridge, but retracting ones can be safer for your dwarves.

It would be brutally difficult and probably won't work. In other words, it's absolutely dwarven!

Well I want it to be at the entrance to my fortress. So raising I guess, thanks for the quick answers :)!

What do i do if my architect wont design it? He stopped building because dwarfs where walking through it, but how can I stop this and let him build it?

(q)uery it and look at the right pane - if it says it's Suspended, then un(s)uspend it. If it isn't suspended, then you just need to wait until your mason (or carpenter or metalsmith, depending on what the bridge is made of) isn't busy.

P.S. If you don't get this note, let me know and I'll write you another.
It's amazing how dwarves can make a stack of bones completely waterproof and magmaproof.
It's amazing how they can make an entire floodgate out of the bones of 2 cats.

They also don't kill anything when they extend IIRC.

I seem to recall that they stun things, so they're handy if you want to lock down a room full of goblins and friendlies who you don't want smashed until the militia can arrive.
