Hmm.
Well. The Toast one; the setting seems a bit lolrandom for a serious RPG; even if it was well developed in your head- a more compelling introduction to the world, along with an indication of a plot (eg. what would the players be doing), would help.
The S-PUNK: Wonderful idea. However, the assumption that everyone on the interwebs knows about Homestuck is perhaps a tad optimistic; making it clearer in the thread title (eg. S-PUNK: Steampunk Homestuck) would've probably garnered more attention.
Also, a homestuckesque RPG implies a high level of detail and complexity; an expectation which clashes with the casual way in which you describe things.
Also also, the stuff about presidents and whathaveyou is silly. Your introduction could've focused more on the world and the amazing machines within it, rather than a boring history lesson.

If you want a simple, popular forumgame, you can't go wrong with a Suggestion Game. You are X. Man of Y. Z-Hood. (For what might be the most successful example of this particular genre, see
DEMONHOOD). The format lends itself to all sorts of settings, and allows everyone to participate. Any level of organization is fine; you can have a structured game (like Demonhood), or a loose game, where everything gets made up on the spot. (Not to say that a lot of Demonhood
wasn't made up on the spot, but the general tone and nature of the game was pre-determined)
