Honestly, if your mayor was not the vamp, the one who replaced him probably will be.  Almost invariably vamps have the highest social skills and almost always wind up being the mayor.  Check the mayor's successor for pointy teeth.  (And things like being former member of dozens of previous civs.)

Might as well kill them anyway, even if they aren't the vamp, who needs mayors.

I don't understand, though that is about right with anything DF related.
I just hope he dies the same death that all dwarfs deserve: liver disease.

I also think they get thoughts like "Hasn't had a drink in a very long time and would really like one" or something like that if they havn't drained anyone of blood recently.
No, they get that thought when they haven't drunk alcohol in a long time, and it only appears on creatures with the [ALCOHOL_DEPENDENCY] tag. Vampires have the [NO_DRINK] tag, so they never drink alcohol (or water). There are no thoughts associated with blood-drinking or the lack thereof.
They still have the alcohol dependency tag though, so they end up being reaaaaaaaaaaaly sloooooooooooooooooooooooooooooooooooooooooow.
