Metalsmiths not workings.

My metalsmiths just will not build an iron weapon rack. Or anything at all assigned from the manager. What's going on?

Do you have iron bars?
Did you set any stockpiles to "give to" the workshop?
Is the workshop in a burrow?
Are the iron bars in a burrow?
Can your dwarves access both the iron bars and the workshop?
Has your manager actually finished approving the task? If your fortress is over a certain number of dwarves (35 I think), then he will need an office and to spend some time approving them, at which point the red 'X' will change to a green checkmark.

Plenty of iron, the stockpile's set, no burrows to speak of, and the task's approved.

Are the dwarfs with the blacksmithing labour idle/on break/otherwise busy?
Do you have blacksmiths? (furniture requires blacksmithing, except for chains, these require metalcrafting)
Are you getting any error messages?

I presume you have a forge - but if it's not a magma-fueled one, do you have fuel available? Does someone have the metalsmith (not metalcrafter) labor enabled?

Are the jobs actually being added to the forge? If not, you may have accidentally forbidden the forge's building material.

Are your metalsmiths actually taking (and cancelling) the jobs? If not, you might have a workshop profile, burrow restriction, or locked door preventing them from working there, or it might be from the workshop being forbidden (see above - I can't remember whether forbidden workshops will accept work orders).

If they're taking the jobs and cancelling, what's the job cancel message? If you don't see it, check your Standing (o)rders and make sure it's not set to "Announce no job cancellations" - the default level is "some", and higher levels tend to just cause lots of needless spam (mostly job cancels for getting food/drink/sleep).
