So I have a squad or retirees.  They're hard as hell to get juice for via violence since their agility is excruciatingly low, I take them on a raid and attack a lone conservative, they all miss like 6 or 7 times until said conservative punches them all to death.  I want to level them all up to 1000 juice then set them to writing letters to the editor but it's going to take forever with their shitty stats.  What's the best way to get them juice?  Anything involving agility is out since their agility is pretty much stuck at 1 or 2 until they reach high juice levels.

Hmm... I would work them up bit by bit, starting by aiming for 50, then 200. As you advance, their agility will pick up, and you can move into more combat-oriented methods that will take you the rest of the way to 1000.

The safest way is probably stealing up to 200. Since disguise is based on charisma, and lockpicking based on intelligence, agility doesn't need to come into it at all.

Also, when writing letters, having an extremely high writing skill doesn't actually make any difference. When writing for the LCS, you only have to pass a small skill check to have good effects.
