I thought the upper body was the only thing that couldnt be severed, since that is the "main bodypart" or something.
Severing that would practically be bisection, arms off, and decapitaiton.

I once saw someone who had lost an eye to a night creature, in adventure mode.
She was quite sturdy, actually, she survived having my 2-h sword stuck in her cracked skull.

It prolly stuck in her empty eyesocket.

What if they're all vampires/werebeasts?
Werebeasts - dead
Vampires - very dead

Removing the upper body from the lower body is an instant death. It's one of the only few ways to kill some things like inorganic clowns.

More proof that a Dwarf's brain is in their liver.
If that is the case, all animals have their brains in their livers, and Dwarves are the smartest creatures in the game.

Dwarves use their livers to think, powered by the amount of alcohol in it. Their livers don't degrade from over-saturation, they just get smarter.

There are numerous ways of describing dwarves. Smart is not one of them.

His/her upper body is gone is what shows when you look at the status of the dead.(Check the relationship of a relative or friend, then go to their status.) So my guess would be that you are getting some dead dwarves from worldgen tossed into your game. I would bet if you checked legends on them they would have died somehow.
That was my guess, but he said they were alive and crawling around--although it's nobody I know personally, so I don't know how that could possibly be the case.

Correct, the only dwarves that are seen without an upper body are ghosts and animated corpses. It's also worth noting that the description in the OP's image states that the dwarf recently sustained major injuries, so I think the dwarf is DEAD.
