It looks like you are trying to make a drowning execution chamber. If that is the case then here is my advice.

Create cages with the build menu and place them in the drowning chamber. You might need to use the X button to expand the list and select the cage with your intended victim in it. After building the cage in the chamber in that manner you can hook it up to a lever. Just build the lever and select the option to hook it up to a cage. Hook up all the cages you want to open to a single lever and pull the lever once the chamber starts filling with water to drown the goblins or elephants or whatever it is you caught. After they all drown you can drain the chamber and have your dwarves haul the cages to a stockpile.

You'll also want to make sure that you actually have a place where the water can be drained into prepared ahead of time, otherwise you may be in for a lot of fun.

The river isnt a problem and neither is the draining because just after picture ends on the left, there is a pit that goes down about 20 z levels and thats where the water will go (if it gets that far) and as for the mass exicution trap i've worked JUST as i saw there was a reply to my post, I've made a stockpile for what i've got prisoner only and made sure empty cages were forbidden from the stockpile and from there I took your advice to hook them up to one lever and drown them all at the same time.

P.S. is there some way you can get one lever to open one door and close another at the sametime?
If so please explain?

No, levels have two signals, open and shut. If something is open, and open order won't close it. Everything a lever is attached to will move in synchronization.

Also if you're looking for faster way to drown goblins you can look into pitting http://dwarffortresswiki.org/index.php/DF2012:Activity_zone#Pit.2FPond
