What setting generate the most necromancers?

I'm guessing a large amount of civs and a low amount of beasts?

I start at year 300, and I get piles of necromancer. I usually only capture the first 10 or so for use in zombie manufacturing, but the rest get tossed into the barracks for sparring practice.

Also ensure you embark near a tower. If you are within range it will show up as a civilization on the embark screen. If you embark next to two towers that means twice as many necromancers and zombie invasions.

I don't think the amount of beasts means much for necromancers. Longer worldgens are probably the only sure way to get more of them and to get more of them to make towers. Having more towns and people gives more chance of someone getting cursed too.
