No, unless you have modded your game to have dark dwarves or something similar. You won't get any traders other then the dwarves either I believe. Basically when this happens it means you've embarked on an island or something like that where the other civs can't reach you but the dwarves still can because they are hardcoded to be able to send you migrants.

It's still possible to get robbed by kobolds, however, since they don't show up in the civ finder, due to living in caves. But they still follow the same rules of needing to reach you, so islands are generally safe anyway.
