Fishman necromancers

So, I was looking through the legends of my world and while I was looking at a line of necromancers, I found out that one of them was a fishman. I wanted to track him down, so I made an adventurer, turned him into a vampire and found the tower... only to find out that there are at least three of them... I looked into the legends again, and I found out that all these fishman necromancers were leaders of some fishman crime group. All of them. Most of the bosses of that group were "fed to beasts" by elves, only these few guys escaped somehow. Has this happened to anyone else?

My favorite is when they lead human civilizations. No one ever seems to notice that the mayor is a senient blooddrinking fish thing.
