Dwarfs won't engrave memorial -- need to put ghost to rest

No matter what I do, my dwarfs refuse to engrave the memorial that I need to put a ghost to rest.  Any suggestions?

Just in case you don't have the right labours enabled on your craftsdwarves, enable all crafts on your craftsdwarves.

You need detailing from masonry to engrave slabs if I recall correctly
