Noob question - equipping weapons/armor

Ok... Yes this is a noob question, but please help! I cannot find the answer!

Ok with my military I made a uniform of exactly what I have but they didn't equip the weapons/armor!
I looked around for a bit and I saw there was a bug about equipping via military.
Can you get a dwarf to put on armor/weapons seperatly? I really want to know so I can equip my dwarves properly so I can kill the stupid goblins and kobolds!
