How to tell all the dwarfs, even the ones without wheelbarrows, to haul?

Somehow every of them has the "hauling" labor enabled, but only the one with the wheelbarrow is hauling?

A stockpile with a wheelbarrow ONLY creates hauling jobs with the wheelbarrow. "w" will change how many wheelbarrows the stockpile uses (max 3).  Set it to zero unless it's a stone stockpile (or anything else heavy).
