Is there any way to raise strength and agility anymore? Trying to figure out whether its worth it to make a training regiment for my military dwarves.

Some skills naturally increase attributes along with it. Train legendary pump operators, cheese makers, etc. Your dwarves will get stronger. See what skills affect what attributes.

If you are feeling particularly dwarfy, then throw dwarves in a pit with captured and stripped invaders and wild animals. The ones with bad soul attributes will be filtered out, and the able ones will gain experience and attributes.
