Miners not responding to mine designation between layers

on surface level, i have 3 miners. on the next level down, i have mining designated, but they arent responding. if one of them happens to go downstairs for some reason, and while they are down there, i redesignate it, they will respond, but only then.

am i missing something? its a pretty large area dug out below, i dunno.

try a channel, or stairs(down on the top level and up on the lower level) designations
