Training one skill selectively is gladiator arena/danger room with specially selected uniform AFAIK (dwarves with any skill in shields will level Shield User, not Armor User), which will raise Fighter and weapon user/wrestler anyway. And those will increase attributes quite fast.

forgot who researched into it, but I remember the content:

an attack will first be checked for a parry - weapon skill. After that, it is checked if it gets blocked by the shield, then dodged, then if the defender can deflect it with armor.

This gives you a good idea what will level up first/fastest

Normally Fighter is the fastest skill to train, followed by weapon skill, followed by shield use, dodge and armour use. In DR training it it therefore good to give them no weapons and shields until they learn to dodge and wrestle.

Also, good quality shield will bump up shield user skill, making it useful even for newbs. With an exceptional shield, you get (most likely) base_skill * 1.8 + 4. This means the soldiers will get pretty  good at blocking fast.
