This is the rulebook thread for the soon to happen Tacticus rtd. Everything related to rulebook adding/amending will take place here. It will be allowed to add new rulebooks to the list, even while the game is active.
Basic rulebook adding/amendment rules.
1: Each person can submit up to two rulebooks for evaluation at a time.
2: These rulebooks must then be authorized by majority vote, to be considered valid.
3: A rule may not target a specific individual, but it can target a person who has a specific thing in play, for example.
4: If there is a conflict between rules it will be resolved on a case by case basis.
5: Try and make rules as specific as possible. The harder a rule is to execute, the more effect it should have in general.
6: When voting, you may resubmit a modified version of a rulebook as a separate condition that you accept instead.
Now then, start submitting your books/tablets/what have you.

I submit two rather thin rulebooks for voting. Feel free to make changes when you vote.
Minimum votes needed for judgement is 6 for now.

Summoners Core V1: Chapter 1: Initial Conditions
All players start with 10 magic points. Magic points can be used to summon creatures, items, or other objects. All players gain a magic points at a base rate of 1 per round.

Creatures and Cost V1: Chapter 1: Creature Rank
All living things/animated objects/undead/etc have a creature rank. Summoning, migrating in, or otherwise importing creatures is based on that rank. Examples: Cats have CR 0, so you can spawn a large amount of them. A dwarf has CR 1, which limits the amount that can be brought in from 1-20, with and average of 7 for average rules. Increased skills, or other abilities would increase the dwarf's rank. The reverse can also apply. Rules can also do so.
Chapter 2: Creature Cost
Creatures also tend to have some kind of cost, mostly based on creature rank, and other abilities. Rules can decrease or increase this cost.

I think that people would need to know what kind of game (grid-based, or more abstract for example) this is before being able to decide much about rules.

Er, it's grid based usually. At least almost all past games have been. You can get to a whole bunch of tacticus threads through google by typing bay12 tacticus, and clicking the "more results from bay12games.com next to a bay12 forums result. Every game that I'm aware of has died early unfortunately. A map is generally drawn up like so. This is from one of the previous games.

The + are floor, the O are pillars. The map varies in complexity from game to game. Whenever you spawn something in, you give it a tile.

I would suggest you start with the Pantshelm rules, obviously. Though I might add that, really, you're missing the point of Tacticus- that is, you have to buy the official print copies of rulebooks (hardcover if you can get them) and then present them without forewarning. It's all about being better-researched than your opponent, really. That and good sportsmanship.
