I looked at the wiki And i see nothing about minecart ramps?

i want my track to go up/down Z levels and cant find out how.

It's accomplished by designating a carved track on a pre-existing ramp. 
Or building on it?  I've only ever had to carve them though.

I believe you must designate not only the ramp tile as a track but also the empty space and/or wall in the direction where the minecart should go up or down.
