gold blocks vs gold bars as building materials

I want to build some solid gold rooms and should i turn my bars into blocks?

Yes. They take less time to haul, and they take less time to turn into constructions. With metals its more of a toss-up, because metal blocks and bars have the same base value, unlike stone, and you don't get four blocks from one base material like you do with stone.

Personally, I'd stick with bars.  If not using magma, using the forge is going to cost fuel, which I'd rather use for genuinely useful stuff.  Also, while conspicuous consumption is well and good now, there might come desperate times later during which ripping up the floor for material or money starts to look like a good idea.  I'd rather get bars back if I have to go that route.

I have decided to use blocks.
My forges are powered by magma and making blocks trains smithing which means better quality gold funiture that will go into my gold rooms.

Blocks weigh exactly the same amount as bars (in fact, in previous versions they weighed more) - how exactly would they take less time to haul?

Blocks, because more forging is always more dwarfy.  Especially since magma is involved!

I'd go with the bars, since you'd have to use the bars to make blocks in the first place.  It'll just eliminate a step you don't need.  I only bother with turning rocks into blocks since it cleans up extra stone.

For the record, I typically build with metal blocks rather than bars, since that way I can check the Stocks screen to see how many bars I have remaining - if I build using bars, then the bar count never reaches zero even when there's nothing more available.

Hmm, that might actually be useful for a megaproject or something, if a lot of blocks are being used.
