Obviously, just keeping your dwarves underground, or under awnings if you've got an above-ground fort, would do the trick.  And if you've got above ground farms, remember that you can actually build a roof over those and still grow surface crops just fine, so your farmers don't necessarily have to get caught in the weather.

If you really just want the rain to stop, you can also turn weather off in the init file.

Rain creates only a very minor bad thought. Your dwarves are not committing suicide because of the rain.
What GhostDwemer says is correct.  My dwarves are getting rained on all the time from frequent rain and they're doing good.
The most common reaons for suicide/tantrums/insanity would be lack of new clothing, ghosts, death of relatives/friends, and lack of food/alcohol.

You can also control the weather with DFhack if you don't mind cheating a bit. :P Might get repetitive changing it every time it starts raining again though.
