odd wheelbarrow stock pile issue

I am not sure if am doing something wrong but my dwarfs are using wheel barrows in a strange way,  So I have 3 stone stock piles (one for my mason, one for my craft dwarfs, and one for flux near my metal smith forge)  the problem is the dwarfs are only stocking one stock pile at a time,  for instance they will stock the mason first then the craft dwarfs then my forge, this is a problem because since the max wheelbarrow stock is 3 my craft dwarfs are using stone faster then it can be retrieved, I almost want say no wheel barrows, from what i saw earlier in my fort many dwarfs will then stock even though at a slower walk speed.   is there something I am doing wrong with the wheel barrows?

From the description of the event, I think that your copy of Dwarf Fortress was on drugs when this happened. That's surely the only logical explanation for a human werewolf with deadly farts dying from it's own excrement after slaughtering some goblins comrades.

Do you have three wheelbarrows for each stone stockpile? 
Do you have nine Dwarves who can haul stone?

yes there are three wheel barrows for each and extra wheel barrows in the furniture sock pile
yes I have dwarfs available for hauling stone
