How do I make amulets?

My new mayor has a thing for amulets, but I can't seem to make them directly. According to the wiki amulets are crafts so do I just make crafts? How does it determine which object to make then? Will it randomly make objects and will I have to make random objects until I get an amulet?

Make crafts on repeat.  Randomly, some of them will be amulets.  There's no way to force your dwarves to make a specific type of craft.

Yeah. Mass producing stone or glass crafts until you get some amulets is the only way to make them sadly.

Yup.  I just had a similar thing in my last fortress with crowns.  At first he just mandated batches of 3 made, but I was already churning out rock crafts, so that was pretty easy.

Then he started banning the export of crowns.  Sooooo, you might want to watch out for that.   :P

There is no way to make a specific type of crafts.  I don't usually make crafts for export (I do food instead, because food is so ridiculously profitable and you can eat whatever you don't sell, while crafts are otherwise useless), so if I get a noble who has a boner for amulets or sceptres or the like I end up doing one-off job requests through the job manager for either clay or green glass crafts.  A five to one ratio (five jobs per one requested item) seems to be fairly effective in getting the mandate met without generating a lot of extra crap.

If you don't want to export crafts and have a cheap and plentiful metal, you can make the crafts of that metal and then melt them back down.  At least, you can do that until the metalcrafter starts making masterpieces.

I do that sometimes, usually out of copper (since a mature fort almost invariably has a massive surplus of copper from all the useless copper helms left behind by goblins).  Of course, the craft/melt cycle is lossy, and (as you note) melting down masterwork crafts upsets the craftsdwarf in question.
