To avoid it in the first place, have a sleeper at the Police Department. Then you need to have your people split up, the more people that are in one place, the lower the secrecy. Make sure you get your buildings upgraded with Business Fronts for more secrecy. Try to keep your founder alone somewhere so he never gets raided, unless you're going battle-founder.

Or there is the other option, after getting a police sleeper and if your squad is good enough you could just shut down the police station before you get raided then you cant be raided till it reopens, then you shut it down again

Third option: Give up. Train all liberals to high Persuasion and Law; when warned of a raid, move all equipment off-site. Karma-houdini your way through court.

If your Liberals have multiple murders, treason charges, etc. or have moderately bad charges and are not trained in Law and Persuasion well enough, keep one (or more) Liberal(s) with high Disguise and Security off-site, high enough to basically spend however long they want in any site and not get caught. When the raid comes, have the rest give up and go through the court system as usual. When they are in prison, send the rescue squad in to break them out. You want to break them out of prison rather than the jail because once they are out of prison their charges are reduced to just "escaping prison".

At that point you can put them back through the court system and either have them defend themselves (the "escaping prison" charge is easier to beat than multiple hundred homicides and similar), or just hire the ace attorney. Make sure you have $5000 per Liberal beforehand.

This is useful for cleaning up your rap sheet so that you can act without constantly gaining huge amounts of heat. It takes a minimum of five months to carry out.

The best way to get a Liberal safely arrested is to take them to the police station wearing just ordinary street clothes, walk around in the public section until they see a police officer (NOT a death squad officer), strip naked, wait until the police officer raises the alarm, and then surrender to the authorities. Totally risk-free arrest, and no siege necessary.

There are drawbacks. Breaking sieges is highly satisfying and highly useful for changing public opinion. To clear charges you have to shuffle all of your equipment around. It takes a huge amount of time. On the other hand, sometimes you want to keep your heads down for whatever reason (taking time to train skills, get money, find more people, write the Guardian, that kind of thing). You can't do that if you're always in danger of getting raided or having to send a squad to slaughter the police every few days, and risking a full-on tanks-and-bombers siege if you miss a single day.

I find it easiest to deal with raids by planning for them to happen. Instead of going, "Oh shit, a raid; how do I get out of this one," you're going, "Okay, they should raid within the week; put plan A, B, and C into place."
