How, exactly, can I do this  ?

Just make a cart collide with a wall with sufficient speed and... BOOOOOM. (There must be open space above the cart)

Also make sure that the minecart is filled with spears.

Do the porjectiles fall z levels?

For example, can I have a mine cart one level above some goblins, with a track stop one z level above and next to the goblins, and a persure plate where the golbins are standing triggered by goblin's weight to trigger the track stop? Will the proojectiles fly out above the goblins, hit the wall one z level above the golbins and oposite to the track stop, and fall down and kill the goblins? or fall harmelessly?

I think they don't fall harmlessly since 34.08, so that could work.

better idea.
get a high up retractible drawbridge and cover it with weapons.
open it up over an impending goblin attack.
grab all the weapons back (including theirs) and set it back up again.

so stuff doesn't fall out of minecarts without those empty spaces? That explains a lot...

My research shows that the items aren't launched through the fortifications, but above them.
