How do I set minecart departure condition with higher accuracy?

The wiki says:

Departure conditions involve setting conditions in which the minecart will leave on the route. Each condition includes:

4. Conditions on the amount of items in the cart
The "Advanced" screen allows you to have precise control over No. 4, as a percentage from 1 to 100.

But I dont see any precise control, in advanced mode it is either "empty", "25%", "50%", "75%", "full" or "always".
Am I missing something or wiki is just inaccurate and it is not possible to set "1%" for example?
Is there any way to set condition to "not empty" then?

You have to turn on advanced control, which should be an option.

I just played around till I found what works, so I don't really remember what the specific buttons are.

Yeah I have advanced control turned on, tried all the keys in the menu and there is no option to get anything between "empty" and "25%".
Without advanced control it is "empty" and "50%" instead...
