Is there an easy way to get a woodcutter to drop a wooden training axe and make him pick up a metal one I've crafted?  I've tried forbidding it and dumping it but he won't drop it.  Would I be forced to draft him and then change it there?

disable the woodcutting labor, then forbid the axe after he drops it and enable.
Alternatively, make sure his training axe is unforbidden and order to dump it (make sure there's a garbage zone somewhere). Eventually another dwarf will come and take his axe. Then he'll take a metal one.
