My baroness only ever wants buckets which is a resource I can't really ever have enough of anyways.

Yeah, Dwarf A would be vastly better, because she'd never make any mandates or demands, ever. Mandates are always for an item type that the dwarf has a preference for, and demands are always for an item type the dwarf has a preference for of a material that the dwarf has a preference for, so if the noble has no item preferences, they never ask for either. No-item-preference dwarves are the best candidates for mayor and baron for this reason.
