How do I make soldiers wear their armor 24/7

Pretty much what it says on the box.  I just can't seem to figure this out, and thus, people get killed all the time running into ambush invaders with no armor, etc...

it's standard set like that, inactive = uniformed
do you set them to active to warn them to pick up armor? do they have conflicting jobs? miner, woodcutter or hunter? Do you actually give them like half a year to pick up their items? Do you even have the stuff?

I did not see the button that said "inactive = uniformed" before, however, it says yes, inactive does = uniformed.  Yet they still arent doing it.

Yes, I have the armor.  It's sitting right in the middle of the fort.  When i tell them to mobilize and kill something, they go over and grab their stuff, and then go kill it, and come back and strip down again.  Which is fine, except if the thing is in between them and their armor, or if i need them to act fast

any chance some of them have miner, woodcutter or hunter labors enabled? those jobs have their own uniform that makes them drop the military uniform as soon as they go inactive.

Make sure uniform information config is set to replace, not overlay. Otherwise they will get prissy about not putting on a cap as they already wear a helm and so on.
