I think that the citizen proposal needs to be broad, but describes what they want to happen. Four or five sentences at the maximum.

I'll give an example, which may act as one of mine:
A welfare system with a strict 6 month to a year time limit enforced by an agency. Recipients must be gaining experience for a career, or assisting the community in some way. This must be verified in some way.
