Creatures with petvalue that can't be pets

What's up with the creatures that have a listed petvalue but no pet or pet_exotic tag?

I thought the new training system can tame anything you can trap.  I haven't tried it myself, since my current fortress is in undead territory.

Not everything can be tamed, and there are quite a few creatures with PETVALUE that can't be tamed.  It's probably just in there in case they ever become tamable in the future, or through modding.

The taming and training science thread says
"[PET] and [PET_EXOTIC] may be tamed."
So I don't think it's changed from earlier versions. Also the petvalue without pet tag thing existed before the training system update.
