How much alcohol would it take to get them to stop walling themselves in, or having a meeting on a bridge over a pit which I need to raise in the middle of a siege?

This actually happened just the other day. Ended up getting sieged with more dwarfs outside than I would have liked, I put up an alert and they all go to the burrow except for the mayor and a child who was throwing a hissy from a lack of shoes and the two decide to have a meeting on the freaking bridge. I should've killed those idiots myself but I don't like to be cruel to my dwarves (too much anyway) but luckily my traps, ballistas and crossbows held them long enough for them to get a clue and finally go inside.
