Hmm... that means he's probably not stranded from a caravan, or he'd probably have gone insane by now. Not that any non '@' should be a caravan. Just because, are they wearing anything, and if so, can you find it under 'stocks'?

if its a diplomat, then he's probably waiting around to have a meeting with your mayor/baron, but your mayor/baron is too busy to see him.

This - your "lazy dwarf" is, in fact, your outpost liaison. The fact that she's showing up with a generic profession means that the previous liaison is still at your fortress and has been waiting for over a year to meet with your leader (your baron/count/duke or mayor/expedition leader).
