For may versions, I stopped designating any room that could be used for partying, as I got tired of nothing being produced due to allo my dwarves partying.

In my current fort, I am carefully experimenting with parties again.
I took care not to assign any communal room as party room, for reasons mentioned above.
However, I did give my Duke, mayor and the Duke's 3 children a (small) room assigned from a chain, and more recently gave my captain of the guard and my hammerer/manager both a statue garden.

Every once in a while, between 1-2 times a year, a small party is thrown. Not too many dwarves join in to hurt production, and just enough to bring some more livelihood to my fort.

I did notice that, even though it isn't shown in the room's <q> menu, that an assigned chain also allows the owner's spouse to throw parties from it.

Next, I will make a statue garden to temporarily assign to dwarves who have a lover, to allow marriage celebrations.

In short; controlled partying is fun.
