Genning a Cold/Freezing world

IMO, extreme climates are generally the most fun, and of those I prefer the wintery ones; braving perpetual snow storms and polar bears and ravenous penguin zombie legs flopping about in the still taigas and tundras and glaciers and what have you. And I'd much prefer it if it wasn't just so in tiny splotches by the poles.

So, how would one go about making an overall, somewhat evenly, cold world? You know.. like beautiful Skyrim!

Also, is it possible to have dwarves, humans and elves settle in evil regions?

Or couldn't you just carry the vampires mutilated corpse, and then lick it a bit, when you were ready?

You could lower the maximum temperature in advanced world gen, but like the wiki says, this mostly affects the local variation, not the global climate. I haven't tried it, you might have some satisfactory results.
If you're feeling really brave, you could tackle the world painter, but I can't help you there.

Regarding your second question, I looked in the raws for a bit, and I think these tokens determine if a civilization settles in an evil region:

[USE_EVIL_PLANTS]
[USE_EVIL_WOOD]
In vanilla DF, only goblins have those. You can add either of them to other civs in /raw/objects/entity_default.txt , and elves should settle in evil forests, humans in evil plains and dwarfs in evil mountains.

Ramp up the glacier/tundra biome square counts (and lower the rest), as well as lowering the minimum temperature. I could get some ideal params if you're not familiar with advanced world gen

I would like cold climate but i like ascii, whose snow and sand tiles unfortunately are an eye strain. :(
