They work.

I embarked on 12 tiles evil, 4 tiles good, and prospect shows it to contain all the expected good and evil plants.  Do note that there's only 5 native sunberries, they appear to be rather rare, but silver barb is everywhere!  The sunberries that are on the map, are within 2 tiles of murky pools.

Sunberry, feather tree, and bubble grass all verified present in my 34.07 good embark. Sunshine has been brewed.

What, you weren't following the devlogs? This has been true since 34.06. The world I genned in 34.06 has sliver barb and glumprongs on my nonresidue-husk-cloud iron/flux/fire clay/cassiterite/sand/rock crystal savage wilds/terrifying thick forest embark.

Shame there's no shallow magma, or gypsum, but oh well. :P

When I embarked on evil land all I saw was a bunch of eyeballs and purple tentacles squirmign around. A minute later, they got covered by sludge.
Is all of the evil landscape like this, or was I just lucky?

This was in the devlog, but many people weren't sure if it had actually happened or not.  Let us confirm here that they are present and harvestable, but that sunberries are pretty extremely rare.

Extremely rare... Or, as you stated, must be close to pools of water... How are your 4 tiles in regards to pools of water? Are there only a couple with sunberries around them both, or are there many pools and sunberries are only around a couple?

Maybe they need the presence of open water in abundance for them to be abundant?

They occur around any good pool, but they're just as common as other plants.  So if there's 9 plants and sunberries are just 1, that means that they only have a 1 in 9 chance to occur at any given "herb point" at a pool.  It's just as likely that a prickle berry will spawn on the poolside as a sunberry.  So, they're rather uncommon.

Untested: Will they spawn on artificial waterways?

when covered in muck you won't be able to see them, plus the eyeball tentacles grasses make them difficult to spot, but if you designate a large area they get picked anyway, they are there, just difficult to see with all the evilness...

I can also confirm in my 34.06 evil-good-savage embark site I got both evil-good-savage trees and shrubs.

Feather tree wood is replacing cedar as my lightweight hauler friendly barrel/bin material, and glumprong wood is replacing maple in my wooden bolts needs.
