Armor stacking

I'm having some trouble getting my military dwarfs to wear armor stacks the way I want them to. The wiki says that they can wear a breastplate + 3 mail shirts. I have that assigned, but I haven't seen anyone wearing all 4 pieces - only 1-2. I have plenty in my stockpiles - masterworks of all kinds, unused.

Did the armor stacking methods change in the new version?

Are they also wearing a shirt?  A shirt takes up some space too, which might prevent them from putting all of the mail shirts on.

In older versions, I saw this happen even with the order for armor to replace clothing and no shirts being worn.  It was supposedly a problem related to dwarves equipping things in a stranger.  Supposedly .34 has fixed some of these problems, but based on what I've read that still hasn't been completely fixed.

It's also currently debated whether wearing multiple mail shirts does any good any way.  If you can't get them to wear 3 + a breastplate, it's probably good enough to go with just 1 mail shirt.

They're set to "replace" and not "wear over", plus there's no other shirts in their inventory.

I tried also reducing it to one breastplate + 2 mail, and carry 0 food 0 water.. didn't seem to make any difference.

I'll try with just one mail, then see what I can add on.

Stacking 2 trousers + greaves, mittens + gauntlets, 2 cap + helm, all work fine, and they've got 6 cloaks on top. The chest pieces are the only ones giving me trouble.

The cloaks count as body armor I think.  Get them to put on the 3 shirts and the plate, then try adding some cloaks.  Layered armor probly isn't worth it without a high armor skill anyway.
