the pop cap is soft when it implies it's a hard cap

In what universe does it imply a hard cap when it clearly says in comments that it is not?

pop cap 80: end with 140
pop cap 70: end with 115
pop cap 60: end with 63

I now still have pop cap at 60, 78 inhabitants, 26 of them children/babies, no migrants for the last 1 1/2 game year
