Diagonal movement across z levels

I had recently caved in a bit of clay down to my magma kiln for easy access to clay, and I had dug out a scaffold to do it. I had started to wall off the scaffold from the clay'd area, and I ordered a grate to be built on the clay. I noticed that the dwarf who was building the grate was going to the spot via my mines, which I was curious about because I had just walled off the mines/scaffold from the clay. I watched him and he went down some stairs, and diagonally into the clay area, but he left the grate behind. How long has this been possible? Is it a glitch? Because he dropped the grate, so I doubt it's a fully legit movement.

Here's what happened:

He was on the up down stair, then did this:

He left the grate behind on the up/down stair and trapped himself with no job.

I recall something like this in regards to creatures moving diagonally across z-levels from the caverns into a fort but I've never seen it.

There's quirks with ramps especially and diagonal Z movement.  It's a little funky.  And it's not legit.

Toady did make a change to ramps recently, so perhaps bug report?

Well this is with stairs, so I don't know if it's related to ramps, still, it's probably a bug (I also don't know if the dwarf had pathed that way. He did end up going that way, but I'm pretty sure the wall was built after he initially pathed the route, not sure, though).

Even without the constructed wall in place, without a ramp or an upstair on the bottom level he shouldn't have been able to walk down there at all. (correct?)

Maybe he fell down the stairs, and some physics quirk squirted him over there? It might explain the dropped grate, at least.
