Also walls make a floor 1 z level above them.

But that's kinda pedantic :P

Well, if you want to include that, waterwheels, windmills, and mechanisms in general can have an effect on things in different z-levels, but the actual buildings themselves can exist only along a single z-level.

I believe this is something of a limitation of the game, itself, as there is a general no-across-z-level limitation on much of the things you do, with only a few hard-coded counter-examples, and nothing in the raws or flexible, in much the same way that multi-tile creatures are a limitation of the game, and only exist in a single rare hard-coded exception of the wagon.
