How bad is skill rust?

How bad are the penalties for being rusty/very rusty in a skill? How can I even tell if they are beginning to rust in game? How long does it take for rust to set in? How long does rust stick around once you begin using that skill again?

I would say its not as bad as being a level lower, and you pick it up quickly cause you have done that thing before

Dunno how long it takes to set in.

It's not that bad. If your weapon/armorsmith is rusty, just have them make 10 or so pieces of crap before working on your freshly mined adamantine.

skill rust doesn't bother me very much.  Its attribute rust that drives me crazy.
