I just redid this... and... no one's going to see it because reddit buries new thread posts under old posts....  but... you have to build the pumps in sequence in the order they are to be pumped, and then you can do all sorts of glorious long projects with them, otherwise the water dumps...

Splitting the tick: The science of build order

Discussed in depth there. You can pump fluids from the bottom of a pumpstack to the top in one tick, if you build the stack from the top downwards.
