crossbow, unless you can get the humans to bring more arrows or want to rely on goblins to deliver them to you. Or use wooden elf arrows.

I think he means "which one is the more effective weapon" rather than "which one is best to use in Fortress Mode".

And I don't know the answer to that.

If you use them in ranged combat, they are identical. Bolts and arrows have the same stats.

It gets interesting in melee. Bows have size 300, crossbows 400. This doesn't make much of a difference because both weapons are small enough to wield them single-handedly, but you should consider that bows are lighter than crossbows because they are smaller. Bowdwarfs will move slightly faster than Crossbowdwarfs.

The only other difference is the skill which is used for melee combat. Bashing with bows will use sword skill, Crossbowdwarfs will use their hammer skill for bashing. Because crossbows are heavier, they do more damage.

Thus, if you ever want to cross-train your melee fighters in ranged combat, equip your Swordsdwarfs with bows instead of crossbows.

Provided that you have a steady supply of arrows, of course.
