Ok, a dwarf caravan just came in. I think it was due to the sieges that they previously weren't coming in.

Queen McVamp is safely in jail for some murders while the rest of the fort fights off a tantrum spiral. Her training into a true Sauronic ruler will begin after things calm down. I can't make her a captain or commander, but she can be assigned to rank-and-file position.
