Is this normal?

When I embarked on a cave I found on while playing adv mod, there were dozens kobolds in it.

When I found it there was a werewolf in it. Not kobolds.

It might be a bug, but it's not one I've seen or heard of. If you happen to have a backup of the old, pre-were save file to be sure then send in a bug report.

Clearly this is how Toady fixed kobold starvation extinction. He made them into bloodthirsty eating machines, and they ate the werewolf as he slept. :D

Caves can house anything from Kobolds to Zombies, Titans to named alpacas. Not a bug.

Yes, but the fact that the cave DID contain one creature, THEN contained another, is a bit odd.  Housing is normal, new tenants are not.
