Baron is able to be appointed, (at the "I have some recommendations" screen) anything I should do before I upgrade?

Find a dwarf who has reasonable likes.  "He likes copper" is nice.  "He likes adamantine" is a recipe for unfulfilled mandates and justice nightmares.

Also make sure you have a good enough bedroom, dining room, and office set up.  Check wiki for the needed room values to satisfy the baron.

My current mayor was a strand extractor who likes raw adamantine. :I So far they've only mandated bolts, though.

Put him on a burrow and deactivate all hauling and other dangerous labors, because if you lost a baron it is gone for good.

Semi-related question: My baron likes picks. Is he goingto be constantly satisfied at work when I hand him one and tell him to mine? (Even if Toady fixes the lazy noble bug, he'll most likelykeep the pick, so, win?)

Hm, probably not. Maybe he'll have a happy thought about the item he likes (not sure if possible with hand-held items) and he'll probably demand for some.

Prepare a damn fine dining room, office, bedroom AND TOMB before the liaison is off the map. The promotion kicks in when the liaison is gone and they'll want a damn fine tomb directly. If they don't have a tomb and see Deadkid McTragic's no-quality schist tomb they'll generally be utterly traumatized by the whole shebang and will whinge and moan.

So, prepare a tomb.

And it is generally a good idea to have an inkling on who you want to be noble before you're actually asked, because that way you can avoid the worst mandates. Although mandates can't be as bad as they used to be anymore, what with not combining impossible materials with the items. (no you can't have a green glass bed in your office).

Not true. I've had the liaison come back the year after and allows me to appoint a new baron from my population.
