2 suggestions:

1: add a training quiver that dwarves use separetely for training bolt purposes w/ 25 bolts

or

2: increase quiver size to 50

Quiver sizes are functionally infinite.

The problem is in Fortress Mode AI coding.  They simply stop picking up bolts after one stack, regardless of size.

Being able to assign bolts to quivers and to assign multiple quivers to a dwarf would work.

No, and it doesn't matter, it's a hard-coded AI problem that dwarves will not carry more than one stack of bolts, regardless of the fact that quivers can carry more than 25 bolts at the same time, anyway.
