You set a stone stockpile?

Are those 15 idlers set to haul stone?

Are the stones not being stockpiled being used for a task?

Are they set to dump
Is it a custom stockpile

you set it to be dumped? make a garbage zone.

stone is automatically moved to a stockpile, unless you do something strange.

Useless footfalls.  Don't use a stone stockpile, until an established smelting industry is created.  Use Dump + an Activity Zone, instead.  And then reclaim the rock from the Dump.  The only time I use stone specific stockpiles, beside during smelting metal rocks, is if I want a 3x3 pile of a specific stone, like say, just 'granite' in order to build a pretty colored megaproject with ease.  I never leave stone stockpiles, unspecified.  Footfalls are too important early on, to waste on OCDing rocks about.  There is just WAY, WAY, WAY, too many of them, I suggest always setting it to a specific stone and limiting the size to no larger than 3x3.  This method has the additional boon of always putting say, 'granite' on the top of the rock material choice list, after locating the megaproject wall, because it lowers its distance to the job, and puts it ahead of the other rocks, if its put near the megaproject.  If that makes any sense.  HA!  Sincerely, Knutor

I'd check (o)rders.  "(s)dwarves gather/ignore minerals"

I once accidentally turned off wood gathering and was pounding my head on the computer trying to figure out why all my wood stockpiles stopped working.

They also won't dump stone from outside if they're set to ignore refuse outside. (o)(r)(o)  That was another fun half hour of confusion for me.

The orders menu is often overlooked and quite powerful.
