I currently have a problem where, in the world I downloaded from here which the dwarves are at war with humans and elves, I embarked in this state, with goblins and a tower nearby.

The humans sieged me and killed my military, so I drew up the bridge and decided to wait them out. Now undead keep being raised with no necromancer around and fighting the humans, therefore keeping them around forever.

Can necromancers sneak and raise undead? Is there some other reason why undead keep popping up?

Can we assume you are not on an evil biome and therefore, have had that resurrection effect all along?

When necromancers arrive, they arrive as ambushers, they can resurrect the dead while they ambush. You'll have to find out where it is first...

They can arrive as sieges too. 20-30 undead come from all corners of the map, and a few necromancers.

I had the a fort in 34.01 that had maybe half a dozen necromancers in two years, I think I was nearly in the backyard of the tower, I hadn't known what it was on the embark screen, but none of them ever brought zombie friends.  Every time, the first I knew of the problem was when they'd end up in my cage traps.  Same with the half dozen weres that wandered by.
